see link to series of Daily Recaps back to 10/25/16 when I discovered my govt contractor records at Medicare in complete cyber meltdown due to the contractors intentionally trying to delete my official info from my federal employer from the system .. And they couldn't hack and remove the Federal workers comp so cyber war fare ensues with the real info and the years of varied false retirement and Blues termination dates called in by Lynn Blodgett's ? management firm at Illinois Blues HCSC.. now in constant flux  from all the info from the cyber cloud trying to correct itself several times a day and often differing info in areas of the nation, also .
Even though 3 Medicare Judges have ruled the employer posting is accurate Emblem Health international 's subsidiary keeps hacking the system for years. But the new one with the cyber cloud is in melt down ,, JUST AS THE HEALTH INSURANCE EXCHANGE DID AND THEY WENT OFF LINE AND NOW WITH NO SECURITY ON THE SYSTEM ANOTHER BILLIONS? IS BEING WASTED WITH MANY NOT ELIGIBLE OR NOT EVEN REAL PEOPLE? GETTING SIGNED UP AND SUBSIDIES FOR PREMIUMS AND HEALTH CARE PAID FOR THAT IS MOT EVEN TO BE ...

                           MEDICARE MELTDOWN
can not be stopped until Congress allows budget to be spent for the first time since the COUP of 2002 to get a real government systems auditor inside and find out what is going on and its a lot wrong and some say 3 trillion dollars stolen out of Medicare over the years from the illegal deals allowed to go on with the contractors and the insurance industry including the liability insurers to get out of paying and have Medicare party... this results in over payments against patients  and their heirs  and medical providers who  have no idea what the patients insurance is.. to be able to prescribe care they will get as if they  cannot  afford it  they know it will not be gotten.. And our good medical people  end up with potential fines and penalties for getting paid by Medicare if its not coded as a conditional payment to go to the recovery unit of the company that has manipulated the system in the first place by breaking the terms of their government contracts and altering what ones employer posts. A simple label relieves paints and medical providers of any more we have to do ... and its up to the government  if they wish to let the public treasury continue to be stolen .
      The recovery unit has gotten few of the claims that have been paid by Medicare where another entity was to pay first or pay totally ... as the CONDITIONAL PAYMENT LAW OF 1980 HAS BEEN HIDDEN FROM INSIDE  TRAINING  EVEN THOUGH IT BEING PASSED TO DO BY CMS ALL THE TIME.  AND THE SYSTEM NOT PROGRAMED AS THE TAXPAYER PAID FOR  TO NOW BE FORCED FOR  IT HAVING TO BE A PAPER CLAIMS ..  another billion dollar system that is worse than the prior one and now IN CYBER  cloud in meltdown.
              Other employers may well not have as much security on their systems as that in house one from US Department of Labor personnel office which becomes ones when they are officially transferred from one emptying agency to FECA even before they are out on permanent disability  with FECA. They are the ones who know.,, even though the regional offices do not have that official access either. as my claims examiner has neither it nor my files or even their own judges orders if it makes   Lynn Blodgett  look bad as they do to the point of contract cancellation the one power the real government t still has but hard to do with no international audits to find the crimes.     That DOL office IT people told me     FECA POSTS HAVE NEVER BEEN HACKED OVER THE YEARS. WITH MANY ATTEMPTS AND ITS HOLDING NOW... BUT BCRC WENT IN AND DELETED WHAT THE DOCTOR, AND HOSPITAL GETS..  and I found real bogus human made up info being given them  by Avility   AND THAT OBSTRUCTS MEDICAL CARE and them getting paid... this is real retaliation  AS THEY PAY BIG FOR THE ACCESS TO THE SYSTEM AND IT BE ACCURATE AND ITS NOW INTENTIONALLY NOT. .
Don't these 'thieves' understand that the cyber cloud knows every thing forever and it lulling out all the phony info input to alter the official post over the years.? . So at times part of the country appears to be offline and NO SECURITY AT ALL vulnerable to thefts and as the info I got on 10/25/16 they no longer even have to have a valid social security number to steal .... as the evidence gathered since 2002 and the multiple thefts of $4 million done on my records  a few years ago  used the  valid social  security numbers of self and spouse with just made up  real subscripts that are used at SSA for categories for claimants , just not ours  and each claims paid 17 times .
    . Even one payment is not due as the primary and I had been tracking the illegal use of one phony number already when the multiple  discovery was made ... AND THREE OIGS, FBI CYBER CRIMES, DOJ ETC. ALL FOUND OUT THAT CONGRESS HAD TAKEN AWAY THE BUDGET RIGHT OF THE REAL GOVERNMENT TO DO INTERNAL AUDITS OF A CONTRACTOR AND  NO CRIMINAL INVESTIGATIONS . ETC.
    NOW :
DAILY TRACKING OF THE CRIMES AGAINST MY PERSONAL FILES HELD IN TRUST BY THE GOVERNMENT  AND TURNED OVER TO UNACCOUNTABLE CONTRACTORS. with life endangered and doctors., etc. getting shafted from any or less then full payment due.
My own medical sources are often getting no info of my primary payers as they are being given entirely bogus info through the clearing houses that Lynn Blodgett owns at least one and is the information giver to all of them .. THEY PAY BIG MONEY TO GET THE INFO THAT THE TAXPAYER HAS ALREADY PAID FOR.. AND WHY THEY EVEN HAVE TO PAY FOR THIS IS ANOTHER SCAM... THAT IN ITSELF  WOULD BE A RAISE FOR ALL OF THEM. AND WELL DESERVED FOR WHAT THEY ARE BEING PUT THROUGH TRYING TO SAVE OUR LIVES AND KEEP US HEALTHY .   
      And they are to be getting the accurate info and when its from an employer post it is not to be altered. Group Health Inc should have lost their contract a long time go which they got in 1999. But it was 2002 when Illinois blues took over in our area and the real harm and colluding to steal began .. and my call to the head in Baltimore over this was full shock by him that all this was gong on that was never to be...  and I began the 'unofficial'  criminal investigation  that the got to this day is not allowed to do . I have conducted such criminal investigations in the past, but nothing of this magnitude and never would have been allowed to go on like this.
AND FINALLY WE ALL LEARNED WHY.. it was not some political heads trying to avoid a scandal, etc. but CONGRESS , WITH MANY NOT EVEN KNOWING THEY HAD VOTED FOR THIS.. removing the funding to oversee what contractors  spending trillions of the taxpayers money is even doing and too often breaking the law with blatant stealing and too often patients harmed and loss of life and livelihood over it with loss of basic human and constitutional rights to get it done
     A congressional study of 10 years ago indicates the loss of no HIPPA over the data base Group Health has owned of all of data  of every ones medical records of claims files and now every one with or without health insurances and few know that they can give our personal info to anyone with no recourse .*(ones employer can know it all?).. unlike our good doctors etc.  who have ethics laws and no such breaches even with out any hippaa law. And Lynn Blodgett hippaa auditors have a reputation of being among the most 'ruthless' as some linked articles indicate.
             DOCTORS NOT PAID AND DO NOT KNOW THEY ARE TO BE

means I and others become a high risk cost patient  for them  that will see no pay for treatment from .. THEY THINK  they cannot get paid when the system is rigged so they do not file the claims as they needs to get paid. I have been tracking through one claim at a time from the list from getting back on mymedicae.gov and its not updated very often ... seems to only be monthly ? and that is not good when ones providers needs to pay the light bill IN THE HOSPITAL OR OFFICE
     This AM  on the screen at 1-800 Medicare was the false info of Medicare primary as it had been illegally flipped from one of my primaries and this means the same for the 2 on my employer group heath plan who also have Medicare  cards with more overpayment and more appeals to get it corrected that never get answered as no one has any idea what a conditional payment is any more..ket alone how to file it to get paid legally .
    My efforts are getting the word spread and so is Novatis whose manager was the only one recently , finally who dug it out.. but they still hove not processed all of my pending appeals there to get them over to the recovery unit as the Medicare judges have remanded a False claims civil suit which can only be done with the recovery unit doing its full job.. and this is going to expose the criminal acts of their company over on the coordination side.. and cause them to lose contract and be responsible for paying back the overpayment's they crated by illegally altering the system since 2002
JUST BECAUSE SOMEONE ASKS YOU TO BREAK THE LAW DOES NOT MEAN ITS OK TO DO SO?? ..
So this AM It showed Fed Blues, one of my primaries as secondary and beginning 8/1/2004 ( phony info from Lynn Blodgett at Blues) and the Federal workers comp as existing but deleted off the system so no providers can get it and cover themselves with at least a phone call  reference number and filing before immediately  going on to the other two ... IT IS
"REASONABLE TO ASSUME "THAT NO ONES WORKERS COMP IS GOING TO BE PAID BY LYNN BLODGETT'S COMPANIES IF THE INITIAL PHONE CALL IS NOT POSITIVE  AND IN MY CASE THE FILE IS NOT EVEN SET UP SINCE 2002 SO IN NO WAY CAN THE REGION.AL OFFICE FOR THE US DEPARTMENT OF LABOR SEE IT TO EVEN PROCESS MY PERMANENT DISABILITY REQUEST PENDING WHEN HE WAS GIVEN DICTATORIAL POWER S IN THE USA FOR NEARLY ALL THE GOVERNMENT.. HE NOW EVEN OWNS PARTS OF  MAJOR DIVISIONS OF DEFENSE CONTRACTORS WHO STILL HAVE THE BUDGET FOR OVERSIGHT. and Senator Bernie Sanders got it back in fro VA a couple of years ago.. but is it being used? too many death seem to indicate its not over there now.
I hope his popular support will allow President Trump to work with Senator Sanders and put the people and nation first so things can get done for better for all of us... even if we all do not agree what the best way to do things even is.
STEALING FROM THE PUBLIC TREASURY MEANS NOTHING CAN GET DONE AND THAT HAS TO BE ENDED.
   Back in 7/16 I had been sent for an outpatient test and this is when Homeland Security  was monitoring  for foreign terrorist cyber attack and the illegal hacking from inside the contracts was not being done
Medicare only pays for a bone density every 2 years where Blues does yearly and all injury cases by pass the system and get paid as they have programmed the system to be not capture them as the taxpayer paid for. . They will not use the real date of injury but ones entitlement to part A Medicare.. so there is no way for it to be done electronically .. has to be paper.. as the field 'primary payer issue' has not been there since the last new system in 1/06 and the real intent  to hide he basic underpinning law that makes the WHOLE INSURANCE INDUSTRY BEHAVE IT SELF.   THE CONDITIONAL PAYMENT LAW OF 1980... IT ENDS THE HASSLES FOR A PROVIDER TO EVEN GET PAID.. TOO . and its only takes about 6 months and they either pay their bills or face legal recourse. That enforcement was taken away in 1994 by Sec of HHS Donna Shalala who now heads of the Clinton Foundation and they are implicated in this whole sordid mess.
But we do have civil suits and penalties available  that can be used if we have an impartial entity processing all of this. WE DO NOT SINCE 1999. AND SEC OF HHS DONNA SHALALA WAS IN OFFICE WHEN THEY GOT THIS UNFETTERED AUTHORITY AND THEN NO BUDGET FOR IT.
So one item appears that Medicare paid the co pay for a test that was to have  BEEN PAID 100% by Blues, except FECA IS MY 100% primary due to them putting me on home liquid oxygen for life 23 years ago.. and that's  locked  in the same system from DOL that posts bi weekly to the Medicare  system for not only permanent for lifetime  oxygen to be paid by them but every medical bill.

            This has nothing to do with any other issues that may be going on at FECA , Permanent medical is now settled even if the contractor will not pay the bills and all bills paid by Medicare HAVE TO BE RECOVERED ,    but the other issues  may or may not be..  and are of no consequence in whether  Medicare is to go get its money back on me and the two on my Blues policy  until FECA does the schedule award and permanent  disability then Medicare  would be primary for those on my Blues policy with Medicare cards .
   Now all claims paid by primary by Medicare for us and  them   need to be labeled as conditional so that Recovery can send out all the due process letters as once they had done and Lynn Blodgett  never showed them to any one at DOL as he would be giving evidence of  why they should cancel his contracts. He said to Recovery to  destroy all records and they did but the ones before he took over are still in cyber cloud   and no one was notified of this and the overpayment remain in cyber space against us and our heirs..
      AND WHY TOO MANY HAVE DIED IN THE USA NOT BEING ABLE TO GET THE LIFE SUSTAINING MEDICAL CARE THE 1988 LAW WAS PASSED TO SAVE THEIR LIVES. NEVER FORESEEING THE DAY WHEN WE HAD NO GOVERNMENT IN CHARGE. OF THE USA AND THE PEOPLES' MONEY BEING STOLEN IN SKIMS AND SCAMS by those put unfettered authority over us. .unconstitutionally
              So part of the test got paid correctly if I had not had the FECA coverage.. But later on in the day , I called back and found the doctor who read the test and filed the report HAS NOT BEEN PAID AT ALL YET... HIS BILLING SERVICE WENT IN CIRCLES AND APPEARS HIS BILL WAS NEVER SENT BACK TO BLUES. for them to pay first and them Medicare second. as the first one was. and they send it to their medical subrogation unit where I called and  they have reset it up after they were told to take it down years ago by Lynn Blodgett's company? .. THESE INSURERS NEED TO STOP THINKING  THEY CAN HIRE HIM ET AL AND THEY NOT BE HELD ACCOUNTABLE FOR HIS DEEDS.  A recent US Supreme Court decision says they are held to accountability as anyone is who hires a contractor and they do wrong in your name.  Hiring a 'hit man" does not mean you have not committed the crime too.
       So I will need to contact this doctors billing service and explain all that they should  have been told by CMS , and all the various contractors that should have had the info available to allow them to get paid within a few weeks. ITS BEEN 4 MONTHS AND WHO PAYS THE LIGHT BILL AT THE DOCTORS OFFICE.? while they wait for timely payment in a rigged system that is putting them out of business over the thefts and scams..???
This evening there was no Fed Blues at all and showed a termination date  of 2/8/12 (that was from Stacy Johnson at Blues Coordination said at the time. and phony of occurs as why are they paying claims even if secondary all the time since on us.? she claims she gets all of this bogus info from Lynn Blodgett et al over at the OPM contractors and that keeps changing as they keep saying  I  am constantly employed and then retired over and over again. on various dates and where is this coming  FROM.?. ONE WAS A CHANGE OF ADDRESS said to be a retirement date ,,, BUT THE others?. and the OPM director whom  I talked with and another have far differing info on me . Again the very top has the real info and the others do not... why? when its needed for daily use for me to stay alive?? when I spoke to one and the other began making calls based on my letter to her. She quickly resigned for private industry and other high political appointees have done so also when they got my file on their desk I am told.  BUT NONE EVER 'BLEW THE WHISTLE' PUBLICLY  EITHER  )
      Back at 1-800 Medicare this evening ...
I was transferred to another unit to find our more detail on the doctor  who has yet to be paid and it did not go through as they are not in on the weekend so. I called back and within  30 minutes Fed Blues was back on as stating I had it as of  3/1/2010.. It BEGAN 1/91 WHEN MOST OF US FEDS SWITCHED BACK TO THE BLUES PLAN FROM OTHERS as on paper the policy seems to be better. and was when other Blues are processing the claims as my personal  experience used to be ... when me moved here, Arkansas Blues had the area and they never acted like this at all. but that all changed in 2002 when Illinois blues got in here. Maybe they are bad too, but online they are not mentioned as getting in trouble like Illinois blues IS AND HAS BEEN over the years.
Coordination of business is not in on the weekend and the phone verification is down then also... why ? machines do not have hours they can work like humans???
           In the name of Yahusha whom we Christians call Christ Jesus, may justice prevail for each and all.. and as Christ said heal the sick and feed the hungry or you are going to Hell.. by the lawlessness allowed to be going on by ones we elected to make sure a few basic rules are followed and due processes set up to settle any disputes. A HELL HAS BEEN CREATED ON EARTH AS ALL ARE ENTRAPPED IN THIS EARTHLY MESS.. in more ways then one can imagine and our votes do not count if the ones we elect have turned their constitutional   duties over to a dictator to do as he pleases at the beck and call of his master... whom George Soros  is now saying it is he, 'god of the world.   NOT MINE ! I have no evidence he is  Lynn Blodgett's boss or highest boss.
 I only know the one named by his managers  and high level officials in the government,  Lynn Blodgett; as his verbal word is the one they have to follow even thought they have no data or files to verify its truth and 38 federal agency Judges in my cases alone says he is not sharing the truth ... it would be an admission of guilt to lose those contracts??
