( all medical providers , suppliers, pharmacies need to be documenting your attempts to get the primaries to pay and notate claims as conditional payment requests to Medicare even though your management firms and clearing houses are telling you the opposite. Many of you, may not know that those firms are getting their misinformation from ACS ET AL . WITH MAJOR CONFLICTS OF INTERESTS GOING ON THROUGH OUT THE HEALTH CARE INDUSTRY RIGHT NOW with regard to who is telling all what to do and whom to ask to pay.,)
FOR THOSE WHO ARE NOT AETNA, JUST SUBSTITUTE YOUR CORPORATE NAME FOR AETNA THROUGHOUT THIS AND WHATEVER MEDICAL SERVICE IS INVOLVED IF NOT PRESCRIPTION DRUGS..
Today, I received the monthly summary of prescription drugs paid by Medicare Part D and the expanded Medicaid extra help. for the last month.. I think you for doing so , as the primary payers have refused to pay what is legally their bills and Medicare's own appellate Judge ruled on case M09-1406 that the bills are to be recovered from Federal Workers Comp which is in the total control of CEO Lynn Blodgett of ACS ET AL (Affiliated Computer Services) WHICH PAID THE CLAIMS FOR AETNA USING MEDICARE AND AN EXPANDED MEDICAID FUNDS TO DO SO as they are the claims processor for PART D MEDICARE? AND HAVE REFUSED TO COMPLY WITH THE LAWS since 2006, AND SEND THE PAID CLAIMS ON TO THE RECOVERY UNIT TO GET THE MONIES BACK FROM THE OTHER PLANS THEY CONTROL, FEDERAL WORKER'S COMP AND FEDERAL BLUE CROSS /BLUE SHIELD.
So Aetna is in violation of the law and is subject to fines an penalties for allowing ACS TO NOT PROCESS THE CLAIMS LEGALLY. MEDICARE CAN PAY ONLY IF THEY ARE SENT ON TO RECOVERY , BUT THE CONFLICT OF INTEREST IS THAT THEY ARE RECOVERING FROM OTHER PROGRAMS THEY NOT ONLY ADMINISTER BUT HAVE HIJACKED TOTAL CONTROL OF .
At FEDERAL WORKERS COMP , MY CLAIMS EXAMINER IS NOT EVEN ALLOWED TO HAVE THEIR OWN APPELLATE JUDGES ORDERS TO OBEY LET ALONE MY FILES WHICH HAVE BEEN SHREDDED TO EVEN KNOW WHAT THE JUDGES MEAN. ALL GOES TO ACS TO POST FIRST AND THEY HAVE REFUSED TO DO SO EVEN WHEN ORDERS TO DO SO BY THREE APPELLATE JUDGES AND A TOTAL OF 17 APP ELATE JUDGES IN THE GOVT HAVE ORDERS ACS IS TO OBEY AND PROCESS AND PAY, ETC AND ALL I AND THE TAXPAYERS GET IS OUR RIGHTS SHREDDED ALONG WITH THE US CONSTITUTION AND MY RIGHT OF LIFE PUT IN JEOPARDY. EVEN ORDERS REPEATED DIRECTLY TO ME OF 'LET HER DIE FOR THEIR ORDER ABOUT ME .' as if any one who chooses to live and done nothing illegal to warrant such a 'black listing' is OK. All 90 SSA-HHS EMPLOYEES DID ON 1/10/89 IS GO TO WORK AND DO OUR JOBS AND REAL ILLEGAL CORRUPTIONS BY OTHERS CAUSED A TOXIC CLOUD TO ENVELOPE US.
If this nation is so broke that we have to end all health insurance and workers comp and liability insurers for car and other types of injuries , then CONGRESS NEEDS TO PASS THE LAWS AND THEN HAVE MEDICARE AND MEDICAID PAY EVERY ONE'S MEDICAL BILLS.
BUT THIS MISAPPROPRIATIONS OF MONIES WILL NOT REDUCE HEALTH CARE COSTS, AS THE ONLY WAY TO DO THAT IS CREATING DEATH PANELS AND CUTTING THE MEDICAL CARE.
With our health care dollars being hijacked in such an illegal and unethical manner, it blocks all of us and our elected officials from finding better and more efficient ways to deliver the health care to each and every one of us as we all have the right to live and in our era that means health care for each and every one of us to choose to live our lives with the best health possible.
SO IS THIS SOME ILLEGAL DECEPTIVE MEANS TO KEEP THE ECONOMY FROM COLLAPSING/ SOME HAVE BEEN DECEIVED IN TO BELIEVING WILL HELP?
No, common sense and efficiency is the best way to stave off an economic collapse and that means asking each and every one to help out by using all of our brains and know how to figure out better ways . I have written about so much that is being mishandled and squandered already that never has gone to direct care for patients. PATIENTS DO NEED TO BE ASKED TO HELP OUT AND THERE ARE THINGS WE ALL CAN DO. to stay as healthy as possible and monitor ourselves in our homes to fend off exacerbation's of chronic illnesses to avoid ending up in an expensive hospital or ER.
WE ARE BEING ROBBED AND SOME THINK THAT IS GOING TO STOP AN ECONOMIC COLLAPSE ITS WHAT IS CAUSING ONE! WE CAN NOT CONTINUE TO BE ROBBED OF OUR TAX DOLLARS DAILY AND STOP ANY KIND OF FINANCIAL RUIN! WHERE HAS BASIC LOGIC AND COMMON SENSE GONE TO?
So I ask Aetna and all the other parties involved with bills Medicare has been forced to pay to save our lives, that are not theirs DO THE LEGAL STEP THE LAW MANDATES TO RELIEVE ALL OF US FROM ANY FINANCIAL LIABILITY.. SEND ALL THE CLAIMS PAID PRIMARY BY MEDICARE TO EMBLEM HEALTH INTERNATIONAL; RECOVERY COORDINATION CENTER AND ASK FOR HR 1063 TO BE USED TO ENFORCE THE LAWS.
That means NEITHER I, MY ESTATE, AETNA OR ANY PHARMACY IS LIABLE FOR ANY OVER PAYMENTS OR ANY PENALTIES FOR NOT CODING THE CLAIMS FOR RECOVERY.
MY UNDERSTANDING IS THAT MEDICARE HAS NOT HAD THE PROPER ELECTRONIC CODING AVAILABLE SINCE 1/06, FOR primary payers won't pay recover the monies. BUT THERE IS A FAX NUMBER TO SEND THEM ON TO THEM AND THERE IS ALWAYS PAPER AND MAIL.
REPEATED BEGGING FOR COMPLIANCE WITH LAW.AND JUDGE
I beg you to comply with the judges orders and my requests as my pleadings go unheeded and so does the law, and the US CONSTITUTION BEEN SHREDDED OVER THE LOOTING OF AMERICA IN SO MANY WAYS WE CANNOT AFFORD TO LET CONTINUE AND EACH OF US PHYSICALLY SURVIVE AS ANY OF US CAN GET SICK OR INJURED AND NEED SOME MEDICINE FILLED AT THE PHARMACY TO STAY ALIVE. AND MAINTAIN BEST HEALTH POSSIBLE.
THANKS FOR YOUR ATTENTION TO THIS, BUT EACH MONTH NO ONE SEEMS TO GET THIS THAT WILL STAND UP FOR AETNA IN THIS AND I BEG YOU TO SEND THIS TO THE PERSONAL ATTORNEYS FOR AETNA AND NOT OVER TO ACS WHO HAS A BIG CONFLICT OF INTEREST IN UPHOLDING THE LAWS FOR AETNA;S INTERESTS OR FOR ANY OTHER HEALTH INSURER THAT WRITES A PART D HEALTH PLAN AND HAS PRIMARY PAYERS THEY HAVE ORDERED DELETED OFF THE COMMON WORKING FILE SOON AFTER THOSE HAVE BEEN POSTED FROM GOVT AGENCIES AND EMPLOYERS. AND OTHERS I AM NOT PERSONALLY AWARE OF.
ILLEGAL BAIL OUT OF ECONOMY CREATES DEATH PANELS?
Has there been some law passed buried deep in all those huge bills no one seems to be able to read before they have to vote on them in Congress where large amounts of our tax dollars are now misappropriated from one fund to another to keep the national debt from collapsing the world by witching monies from our massive health care dollars going through our programs such as Medicare and even larger amounts going through the new health care laws where so many no get subsidized help for their bills. its not legal for individual patients or those providing the care to be getting overpaid with out due process in the matter. and would be considered another tax, too. for the medical bill to be an overpayment itself.
THIS IS NOT A VICTIMLESS CRIME
because those thefts in the names of the patients and those who provide the medical care or supplies or prescription drugs are LEGALLY OVER PAID TO MEDICARE when Medicare is not the primary payer. WHEN CLAIMS ARE NOT SENT FOR RECOVERY THEN THESE ARE DEBTS AGAINST THE PATIENT AND THEN SUBJECTS THE PROVIDER ,SUPPLIER OR PHARMACY TO FINES AND PENALTIES UNDER HR 1063 FOR BEING TRICKED IN TO BILLING MEDICARE FIRST WHEN ITS NOT THE PRIMARY AND THEN NOT SENDING IT ON TO THE RECOVERY UNIT which is the same govt partner under the orders of ACS et al .CEO LYNN BLODGETT WHO OKAYED THAT THE PRIMARY EMPLOYER GROUP HEALTH PLAN COULD BE DELETED GOFF THE COMMON WORKING FILE ALL HAVE TO USE TO SEND IN A CLAIM on those with a Medicare card.
The only reason for this major looting of Medicare and no one wanting to do anything about it for over a decade has to be an illegal bail out not of jut the insurance industry but of the world financial system itself and especially the USA. SURELY WE DID NOT LET SOME ORGANIZED CRIME SYNDICATE TAKE OVER THE MONEY OF THE WORLD'S GOVERNMENTS AND ROB US UNTIL WE HAVE NOTHING LEFT? NOT EVEN OUR RIGHT TO LIVE?
If Medicare is not stolen to pay our bills them THE USA FINANCIALLY COLLAPSES AND SO DOES THE REST OF THE WORLD?
And those who are trying to predict such an economic collapse ARE YOU AWARE OF THIS STEALING AND MISAPPROPRIATION OF FUNDS FROM THE MEDICARE TRUST FUND AND OTHER MONIES GONE MISSING IN OTHER AGENCIES I HAVE WRITTEN ABOUT AND TRIED TO GET IN FRONT OF AGENCY JUDGES TO STOP AND BLOCKED BY DISAPPEARING HEARING FILES WITH ACS ET AL IN CONTROL OF THOSE TOO? And not saying anything about it? as you speak your speeches and sell your books and tapes when your own loved ones and friends or even you, yourself may now have an over payment to the govt on you or your estate? You may not even be aware of? YOU ARE NOT SENT ANY LETTER OF THIS!
Form SSA 632 to get a waiver of this debt which is one where you do not complete the personal financial info on it as its ' against equity and good cause has no place to even get one processed since 2005 for a Medicare over payment. . That is when former Sec of HHS Tommy Tompson and Commissioner of SSA signed an agreement for SSA to process them. I have done multitudes of waivers processed myself since entering on duty i with SSA back in 1968 after graduating from Kansas State University, SSA then part of HEW then HHS and now is an independent agency. This is an easy one. the patients cannot arrest any one, cancel a Govt contract nor seize the assists of a crooked partner of the govt, so there is no way to stop this from occurring when even ones own medical provider is locked into following the orders of those committing the thefts by the govt itself. WHY HAS CONGRESS ALLOWED THIS TO GO ON AS THEY HAVE TO BE THE ONES TO STOP IT AS I AM TOLD ITS THEM WHO WILL NOT LET ANY MONEY BE SPENT TO STOP IT., AND TESTIMONY IN 7/13 AFFIRMED THIS IN A CONGRESSIONAL HEARING. OVER WITH OPM CRIMES BY THEIR GOVT CONTRACTORS WHERE HUGE AMOUNTS OF MONIES ARE MISSING?
WHY WE FILE AND PROTEST AS ITS LEGALLY REQUIRED WHEN OTHERS WILL NOT DO WHAT IS LEGALLY REQUIRED.,
SSA has refused to carry out their agreement to process these, although we have periodically sent them in to try and get out from under the overpayment liability of over 5 million on our family created by these intentional thefts by the partners of Medicare and with the full blessings of those in authority in the govt that are to stop it. not one has asked congress for any additional funds to shut it down and the false claims act is not feasible for only a few million dollars of theft using one patients records as going up against an international cabal that has total control of the USA is impossible as we have well proven since 2002 and before that with illegal things that have gone on against us..
Hr 1073 signed into law 1/11/13 put the responsibility back on the govt to enforce its own laws and get the monies back to Medicare. The partners of Medicare and CMS have turned this in to being only for monies from liability settlements and that has never been the major problems in the first place.
Every one understands that if one is in a car accident and Medicare initially pays the bills, for example, that when the auto insurer pays off, Medicare gets paid back but I have been familiar with some horror stories of this in more recent times as nothing is getting coded for recovery by some partners of Medicare and more thefts occur. as robbery becomes a way of life for this cabal and all of us trying to get good medical care and those providing it are caught in the cross fire of an intricate tangled web of a beast of a system of corruption that has been allowed to be created.
THE BIGGER PROBLEM HAS ALWAYS BEEN HEALTH PLANS AND INSUERS TRYING TO GET OUT OF PAYING THE BILLS THAT ARE LEGALLY THEIRS IN THE FIRST PLACE. AND WHY THE ORIGINAL CONDITIONAL PAYMENT LAW WAS PASSED BACK IN 1980 TO STOP THIS ILLEGAL AND UNETHICAL BEHAVIORS.
AND SINCE 1994, WHEN SEC OF HHS DONNA SHALALA SUSPENDED THE ENFORCEMENT OF THE CONDITIONAL PAYMENT LAW THAT STOPS THESE STEALING'S BY UNETHICAL COMPANIES ETC, THE LOOTING OF MEDICARE BEGAN. AND GOT WORSE OVER THE YEARS AS ETHICAL INSURERS COULD NOT COMPETE IN SUCH A CORRUPTED ENVIRONMENT AND GOVT CONTRACTS STARED BEGIN GIVEN TO OUT RIGHT THIEVES AS THEIR SECRET ILLEGAL DEALS ALLOWED THEM TO UNDERBID MORE ETHICAL COMPANIES WHO WERE NOT GOING TO STEAL FROM THE PEOPLE'S TRUST FUNDS.
(In 1999 it got even worse as Medicare Coordination of Benefits was created that became the facilitator of more organized theft; They are a subsidiary of Group Health whose past has been checkered with complaints of unethical behaviors. In my personal opinion, this was one of the last companies that should have been granted this all total power, But with the Clinton connections and Mrs Clinton soon becoming US Senator from NY where they are based, it got worse and worse and no one questioned their increasing facilitation of theft. In our area, it got worse when Illinois Blues took over for Arkansas blues and any one with a Medicare card found it made primary regardless of any law that pertained or it not to be so. .
The recovery unit of that company in Detroit did attempt to do their job and got most of my bills together and sent out recovery letters to US Dept of Labor, or so they thought they were sending them to them. NOW GOVT PARTNERS ARE ALLOWED TO IMPERSONATE GOVT AGENCIES AND NOT TELL EVEN THOSE TRYING TO COLLECT LEGAL DEBTS FROM ANOTHER GOVT AGENCY THAT THE ADDRESS AND TITLE IS NOT THEM AT ALL. BUT THE GOVT CONTRACTOR, ACS ET AL THAT HAS NOW BECOME OVER A 100 COMPANIES AND INTERLOCKED WITH EVEN MORE AND HAS THE POWER TO SAY, DESTROY ALL RECORDS AND HACK IN AND DELETE COMPUTER FILES AND IGNORE JUDGES, THE LAW AND EVEN TERMS OF THEIR GOVT CONTRACTS WHICH HAVE TO LEGALLY SAY; THEY AGREE TO UPHOLD THE LAWS OF THE LAND AND BLATANTLY THESE ARE BEING IGNORED TODAY. AND HAVE BEEN EVEN WORSE AFTER 9/11/01. IN AN NEAR TOTAL OVER THROW OF THE US GOVT IN TO THIS CABAL.
So ACS got the recovery letters and shredded then and no on at the US Dept of Labor ever saw them as they would have responded as they are legally obligated to do and 4 parties would have gotten copies ( including me and my attorney) of any letters or responses to the collection requests to Federal Workers comp NO OFFICIAL OF THE GOVT EVER GOT THEM AS THE GOVT IS IN THE CONTROL OF ACS ET AL. NOW.
Even though Federal Blue Cross Blues Shield is another primary payer for myself and family members on my policy, Federal Workers comp is the primary for all of my bills as oxygen is why I have the permanent medical for the last nearly 20 years from Federal workers comp and when they put me on home liquid or compressed air oxygen for life makes all bills theirs as no healing of any kind can occur if one cannot breathe.,
A legal fact that has blatantly been ignored until more recent years and was always in the law and massive amounts of money have disappeared we are all being told and last 'seen' at Affiliated Computer Services in Dallas Texas, et al who was to use it to pay the bills of those of us with older more complex cases. instead they have hidden the fact I am on oxygen 24/7 and will not even acknowledge an oxygen claims being filed by myself or any supplier. since they took over in 2002.
Son got oxygen tank filled today, but will ACS ET AL try to block any more from being filled after 1/1/2015 by Mitsubishi? the gas company. I pray not, I CHOOSE TO LIVE AND WISH ALL OTHERS TO HAVE THAT RIGHT ALSO. what many do not know is that many private and even mega corporation now have had to hire one of ACS et al management firms to deal with corrupted govt agencies which is often dealing with another company of ACS ET AL as contractor in total charge .
In the name of YAHUSHA whom we Christians call Christ Jesus, I pray that those who have done such things to us, to please stop and make amends to help out humanity and not harm us any more. This is a plea to common wisdom that even those of no Faith surely can understand if they believe that all life has worth and is precious and to not 'know' that makes each one of us less tan human.
WE HAVE A WHOLE UNIVERSE TO POPULATE AND WE NEED ALL OF US TO DO OUR BEST FOR OUR SURVIVAL USING THE BRAINS AND FREE WILL OUR CREATOR GAVE US TO FIGURE THIS ALL OUT. We, of faith, do ask for guidance to lead us in the better paths. .
