Dear Sir:

I have federal Blue Cross Blue shield  and it includes a preventable care package where tests are paid annually at 100% rate. All covered have the same package. yet routinely this coverage has ceased to exist and others in the plan(s) are finding this true. over the last few days, I had the opportunity to ask several federal employees in multiple agencies in multiple areas of the country if thee 100% covered tests were getting paid for at 100% or if even getting the yearly ones done. 100% indicated it was not occurring. This also included some Congressional staff and they were quick to add, almost in abject fear that they were satisfied with their coverage. How can any one be 'satisfied' when their health Insurance contract is a 'fake
 document. Today, I got another collection letter and ind its asking for full payment. A reference was made to a delay in processing to the insurance company , but full pay is being asked for. No indication which of threeplans being billed. one said medicare , but they aren't primary and aren't paying now.
The date listed on the attached bill doesn't seem to match the date of any service?
As of the first of the year Illinois TX, OK and NM Blue Cross Blue shield has decided that everyone? over 65 is to be retired and has proceeded to notify the Medicare Coordination  of Benefits to that effect even though in my case, they receive a bi weekly postingg from the US dept of labor that indicates active duty employment and permanent medical benenfits from Federal workers compensation  as well as Federal Blues as two primary payers. This is a family policy and others do have Part B Medicare. When Stacy Johnson makes the calls , which has to be done bi weekly to alter the official posting as MCOB's contract with the US dept of labor which terms state that the postings are not to be altered in any way.as  any dispute is  done inside US dept of labor and they would alter the posting if it is to occur. My Federal Blues is actually deleted illegally so that no medical provider or supplier is aware I have the coverage which is what I understand occurred  in your complex of hospital ssystems. This is a faimily plan and others with medicare have also been deleted a\off the system so my whole family is now suffering from obstruction of medical care and timely payment for services..
This has been gong on , any way, since this Blues '[franchise' took over in our area. As the routine illegal act was to call or fax and have Medicare be primary for any one? who has a card.
All this illegal messing with official computer systems has created a computer stalemate and I don"t have Part B MEdicare AND social SECURITY HAS HAD MY REquest penING FOR ALMOST A YEAR AND WILL NOT PROCESS IT AND JUDGES WILL NOT RULE  NOR GIVE ANY ORDERS TO AGENCY PERSONNEL AS TO WHAT TO DO. SSA has actions pdning for over a decade unprocessed., anyway due to illegal abuse of powers orders form the Commisisoner's level.
What many do not seem to understand or don't care is that if medicarec is not legally the primary payer, any theft of Medicare, which this is a RiCCO facilitation of , according to US atty's; is the liability of the patients even though the patient has no ability to stop illegal activity as they can't arrest and prosecute any one. SSA has agreed to issue waiver letters as of 2005 on theses, but has refues to process our reqest nor any one elses?. They refuse to provide the forms, I filed it anyway as have had almost 45 years of expereince with and processig these kind of waivers that do not require the filer to provide any income or resource info. Investigators assigned, say that Congress won't permit it either let alone the political appointees in the agencies and other high lever officialsl  and in govt contractors implicated in blatant theft of public monies in what some  have called the Jack Abramoff bribery scandal but is far more than an issue of some Indian casinos.
Since coverage of prevenetaive care has been a problem for years at 100% by this fed Blues and others, too.
I want a copy of the real health care coverage package. as obviously it is not the one sent to federal employees and dependents covered under the plans. I'm consitently being rebuffed int his as if one is to pay premiums and in our case 75% of those are coming from the tax payers who think we have such wonderful coverage and are all getting these preventative care benefits. Do ou think they all will in 2014 under these?
There is an indication that this is not just The Blues contracts but ma? involve other plans offered to Feds.
Today, I contacted some officials at Office of Personnel Management that had kept infoming me for years that they were ' looking into this for me." Since no respone and nothing changes except in the worse way, I called the Director of the unit. I had called other coponents at OPM and got a phone slammed in my ear, so obviously something is amiss in side their contractors as many of the OPM phone numbers are not gong to federal employees. The director pulled up my files  by using my SSN and my Blues claims number and she said she was not aware of any of this but did find where I was sent the routine ' looking into it." I thanked her and asked her to please do something about this. I had initially written to John Barry  the new OPM director soon after he was confirmed in 2009, and never heard back from him. Instead it had gone to a general repsonse unit. She said their office had not been in operation that long, but the respsonses did come from them. apparently my letter(s) was in the initial stack referred.
 I had mentionied in it ( and follow ups;) that the former Diretor Linda Springer had started to make some phone calls investigating my case but had suddenly resigned  before fininshing and taking any action to help.  She went to work for Ernst and Young , one of the two govt contractors, that received  the $700 biilion TARP money to spend.(Congress still trying to find out where it went.) Her acting successor did not follow up.
And the first temporary Acting  Director in '09, was a person  I had spoke to several year ago and was able to pull up my computer files and had told me that all those convincing me I as retired or inactive said: No such category exists. even if one takes temporary CSR payments, one can't legally retire with OWCP still not ended whether in a recovery or being placed on permanent disability by OWCP. Such a disability desicion by any other agency does not do it. She also had a copy of my signed agreement with SSA, my employer. I don't even know what a permanent pension might be as the leave buy back from my agency has not been done and SSA doesn't complete the wage certification for employees? as no one makes them. In fact , I informed her, the director of the unit, today, that I had called the Workers comp liason in Baltimore some time ago and they had been verbally told by OPM and wouldn't say who, that I had received a worjers comp settlement and retired which is absolutely false.  thus never did any thing More and no one knows where my files are. I suspect he was just  told that by someone higher upat Commisioer level nd a lie!
No one got back to me either and a call to the commissioner's office Astrue ended with a hung up phone .
For almost 25 years there had been no secuity on file of mine in any federal agency either paper or computer and SSA has confirmed that their computer claims files have been hacked into from unknown party(s) for over a decade on mine.
Federal Blues decides if one can have OWCP according to them? and they have not wanted me to have that since they took over in my area from  ILL a decade ago. and no medial provider or supplier can find out whom to bill as a routine matter on me or my family.as their primary depends on my status.
Part of problem is tha the system inside the US dept of Labor contractor indicates I have a million dollars in a set aside and at first was saying I had it even to my oxygen supplier who holds the OWCP contract and is refusing service for 6 years do  to no cllaims processed on orders of OPM as if they did , they would be paid and they would have to pay all my bills.and isnt that what permnent medical means?  I did find another smaller home health agency and medicare paid them and finally  5 years later Blues paid copays after I  refiled the claims severl months ago to them and others that were getiting blocked by not being able to refile from doctors and hospitals and labs and this makes no sense except some kind of illegal orders inside  is on going? . . Medicare recovery sent the bills to Affiiated  computer services,owrld iwde conrtractor of many naitons' govts and they do not repay Medicare, They just ignore the collection letters and none goes to FED BLUES AND NOW  CAN'T GET PART b MEDICARE AT ALL DO TO ON GOING ABUSES OF POWER AND ILLEGAL DISPPEARANCES OF FILES AND RECORDS. .. Federal Blues refuses to acknowledge owcp claiming the OM contractor says so and keeps giiving them any transaction computer date they can find whether it be an address change or more recently there's some to be connect to possible date in 2005,  when a convicted party in the JacK  ABRAMOFF SCANDAL AT US DEPT OF LABOR MAY HAVE BEEN INVOVLED IN DIVERTING THE SET ASIDE MONIES AT A MILLION DOLLRS A HEAD TO THAT BANK OF THEIRS AND ISSUED ATM CARDS, WAS TO MONITOR OUR USAGE AND CASHED THEM IN FOR THE BRIBERY MONEY. AND THIS HAS NO STOPPED. No medical care as money stolen by others?
Also, OPM pays 50% of every claim themselves, Their official and others said and since there are so many illegal offline computer systems being used in multiple agencies to skim and steal ?by a few high level officials  if  OPM shows the bills paid at 100% but the part they are to pay has ' been embezzled' , too?.
 Part of my lette rto John Barry was to rescind the ;'"let her die" order in placed for the last three directors as multiple said they had;, and to ok an investigations by OPM' OIG as their investigator told me 6 years ago they could not get the permision from the director and is the weakness in they system of agency law enforcement that highest levels in an agency, who can also divert the monies at times, have the authority to stop any investigation as they have to allow them and can also decide whom is to be referred for prosecutions. The Professional  Conduct Unit of the US Jusctice Dept has been a ' joke' for years as abuses and thefts and deaths have occurred. I have read that Atty Gen Eric Holder is attempting  to ' clean house' but so far no results for me. He's under attack for? Why?
Please send me an itemeized copy of the exact  services renedered on 3/27/12 and your attempts to get the claims paid for. please include what computer sytems you accessed and what got for info, what your written instructions are that differ from out health insurance contract plans that we feds have and why you show an adjustment that appeaqs to be for the wrong amount. The only tests at the hospital site you list was for those tests under the prevenentive care plans. Every month I get a bill and every mo th I call and no one cares about ongoing poblems and I have begged your people to contact your legal dept for assistance in the matter as I have and  do consider this a violation of my civil rights, by somoone, to not know what my or my familys health insucance coverage is and to have an employer group health plan, a federal comtract routinely deciding owcp claims an issues of federal retirment as they please and with no legal authority to do so.
. As of 1/1/12, Fed Blues and other fed plans only have to pay the Medicare rate if the fed is retired and the incentive is great to do as done on us, Just lie and say reitried, even if they think someone at OPM 's contractor is stealing and should not be aiding and abetting their actions unless they are doing this on their own and for what gain? I wish I could retire,but until OWCP gets my 1996 request processed and that means obeying the three apeellate judges in 2/09 that said to accept and  use  my records to rconstruct the file and agreeing that I did rejturn to work in 1990 which the felony disappearance of my paper file before ACS took over , to make it look as if I did not; caused all this suffering and fight forl ife and liveilihood in the first place. Abuse of powers have to be stopped in this country and its high time all those elected to high office look into the matter, so far they? won't even read the bills they are voting on . Let alone hold real hearing  hearing from affected parties. They? only seem to want to hear from the highest level of officials who are documented as being involved in doing the abuse of power and what ever else including documentation of criminal acts.
PRESIDENT OBAMA BORN IN TOPEKA KS: At age 8, I made my my only  visit to eastern Colorado where many of my Dad's relatives lived. including the presidents; great grandparents, the Popes. Most of the relatives and us used to exchange Christmas cards, but over the years few do anymore and that means a real lack of contact.I understand that has become common in   many extended families. Not everyone has got family and friends in or on face book., etc. we didn't have the Internet unitl recent  years, ourselves, With postage so high, its  become a necessity and other services that come more cheaply online including the local newspaper.
We went in 1953, before there were the Insterstate  highway systems and we traveled through one small town after another. In Eastern Colorado, even those seen far from each other. Coming home we went through western Nebraska and stopped to see relatives of my Dad's. Its always been unclear how they were related. We stopped at their modest home on a hot  day and the wife offered us lemonade, the real kind, and I was thankful for it. We had a short visit and their daughter, older  than I visited some with each other. I had not realized that the Dad, who's is the relative, had asked my Dad for a loan of $100.00 to start a photography studio. Apparently one was for sale? My mother found out where he was working and we went to that place. I saw a man with his face covered with black tar.He was working on a road crew in hot weather putting tar on the highway, not riding any machine,. He was shorter like my Dad, and my mother gave him the money.
I recall learning late that the money was repaid. One has no idea what some people have had to endure in berng able to support their families, especillay just a few decades ago.. Years later , he was the one who dubbed the photograph of my Dad and his siblings. A family picture of the four sisters with Aunt Grace as a baby and My Dad's picture at an older age was 'dubbed' in to make it look a if he were the older. I corresponded with the daughter for some time but over the years have lost track of her , too. I'm at fault for being so involved in my own family and all the things one has to do to survive in this worldm and my injury in 1.10.89 has not been the bigger problem, but the constant govt corruption and fight for medical care , that should never be happening  on an established case and not controverted; with, also; plenty of insuracne has allowed me to lose contact with some people in extended family who are probably also going through some of these kinds of problems as are so many in the USA.
We returned  home to Topeka KS and no one ever talked about what we had learned and been shocked, or dismayed about etc. on the trip. It just wasn't to be mentioned. We did mention the general pleasant things that occurred and it was an interesting expeeience and to know there was additl family out there but really didn't know them due to distance. Picures still bring back good memories, but also all the questions never answered.  Tomorrow: Trip To IA relatives of POTUS's
