I pray I have all this wrong, but have seen this being promoted and it seems that the split from any controls by any federal agency is being fully severed. Its why Congress should be holding hearings and have he contractors testify and others as to why this is going to stop massive internal thefts when we learned last week the brand new system is still not secure as the taxpayer has paid for. leaving it wide open from internal hacking which is altering data and info that by law is not allowed to be changed. due to thefts being caused as some say is trillions already due back to Medicare from primary payers refusing to pay their bills and making secret deals to steal... and inside corruption for inside HHS now seems to be going on ... as what has occurred last week is not ignorance of the laws and processes..... and rights being violated.as benefit rights are changed creating massive overpayments of patients and their good doctors and other medical personnel who deserve fair and legally accurate payment . .
Having the card and letters not show the SSN seems to be something to reduce the incidence of stolen identities and others using ones card or number . For some time letters only show the last 4 numbers of the claim number. That is not a bad idea as the full number could be asked for when needed for official purposes.
Changing to a non SSN for id, is not going to deter anyone from using the card for medical purposes if that is the intent of the thief.. If there is such concern than why not issue a card with a chip like credit and debit cards are now?
One of the security features of Medicare is that the Medicare claim number is cross checked in the system with the claim number at Social Security and must match .... it was the use of an off line system from 1/06 through 11/12 that what some insiders who helped document it estimates as a trillion dollar theft of Medicare. by the contractor stealing the id and claims and creating multiples of one claim and diverting the funds.
With the COUP OF 2002 still in place there is going to be less control then ever before on this as who will be creating the new Medicare claim numbers? The Medicare contractor and no limit as to how much can be stolen in the future as we still have no internal audit controls and no budget either since THE COUP OF 2002 TO DO CRIMINAL INVESTIGATIONS OF GOVERNMENT CONTRACTORS.
SEC also defunded to help unravel a maze of international shell companies and illegal secret deal partnerships.. and as the Daily Recap of 10/14/16-10/15/16 documented the system is still not secured as the tax payer paid for.
No extra tax dollars have to be made available, just stipulate a portion of the existing budget be used.
THIS IS NOT INCREASED SECURITY IN MANY WAYS,,,,,, ITS LESS SECURITY OF THE MEDICARE TRUST FUND AS ALL THE PRESS RELEASES FROM CMS INDICATE.

There was discussions 20 years ago to have some encrypted info on Social Security Cards so that info could not be readily seen.. and that would help. Use of the last 4 digits has been used and why isn't that OK.?. If we cannot trust the person on the other end of the phone who accessed our records or processes our claims and data, then there is something wrong with the internal audit controls and back grounds checks.
THERE ARE NO INTERNAL AUDITS SINCE THE COUP OF 2002, AND AS FOR THE BACKGROUND CHECKS? DIDN'T THE COMPANY THAT WAS FOUND FALSIFYING AND LOST THE CONTRACT JUST GET IT BACK UNDER ANOTHER COMPANY NAME AS AN OPM CONTRACTOR??
WE NEED A WHOLE NEW CONGRESS? AND ITS NOT ONE PARTY OT ANOTHER IS IT?
Its some with the courage to represent the people and we need to support those who serve us. And not some master thief? It really is an ALICE IN WONDERLAND BACK IN DC AND THIS GAL FROM KANSAS HAS BEEN TRAVELING THIS FALSE FOOLS GOLD ROAD LONG ENOUGH AND I WANT TO PULL THAT CURTAIN BACK AND SEE THE MASTER MIND OF EVIL LURKING BEHIND IT PLAYING US ALL AS SUCKERS. THOSE LIONS WITH NO COURAGE NEED TO GET SOME OR WE NEED TO SAY; You're fired on 11/08/16
And those with no heart to care about what their inaction is doing to the suffering people and insecurity of the nation and precious tax dollars we all pay need to either start caring or be SENT HOME. AS THEY ARE WORSE THAN THE ONES WITH NO COURAGE WHO DO CARE BUT ARE TOO SCARED TO ACT.
The real government has not been in charge since he COUP OF 2002. They have just been made to think they are by the international beast system that has overthrown us by their own act of congress most had no idea they voted for to contract out nearly the entire government and then have no controls over what is going on and no way to verify anything .. And then allow themselves to have a self imposed gag order placed on them to not mention, contact or have a contractor testify.... AGAIN NO WAY TO VERIFY IF THE FACTS AND DATA THIS CABAL GIVES THEM IS REAL OR ANOTHER FANTASY ?
