Ober a 100 ,illion dollars and 5 years to study a problme that exists now! War is hell and one has to come to terms with that fact before any healing can be done, is my lay opinion. But those who need help need it now, not 5 years from now! And there are those with some clinical expertise already wanting to help. An I missing something in this annoucmenment? Linda Joy Adams
