This happened to me and i had to file form 843 to keep stature of limitations open and that was for years 89 and 92 and Social security my employer still refuses to obey federal law. EEOC and OPM even imposed their rulings on them and they are still non compliant. its not always the employees fault and these abuses by the federal employer which happens when someone in high management does a wrong. or protected a liability insurer tries to get out of aiding in the death of a co worker, etc. As a federal employee one needs to file whatever legal paperwork is needed with IRS, payment plan, waiver, etc. That is not the same as just owing. Sometimes, things happen beyond the control of the employee; BUT the necessary paperwork needs to be done with IRS so its all being handled legally and no collections takes place. In my case, IRS employees were badly injured and another agency had a death and we were all receiving abuse of power by higher levels as a retaliation. Then one must file with EEOC or whatever Else is available to document this, as i did and the EEOC can done with sanctions against SSA. Dr Coburn is being too simplistic and refuses to help me as my Senator in a current situation that is horrendous. I had to file a lot of papers to make sure everything documented. And then IRS actually ok'd a waiver delay. When Federl workers comp paid some back pay, I paid IRS even though IRS actually owes me a lot more after SSA issues amended w-2's and 15 judges and 2 hearing offices ordered everything processed and they won't. There's a posting on line that looks like I owe salary back. I'm owed salary of 10 times that much that's been approved/agreed to but not paid. In fact i paid monies back to SSA and they refuse to complete the CA-7 leave record so that workers comp can pay wage loss for the period of time in 6/92 that was changed from Continuaiton of salary to leave without pay. But no w'2 done. I've had 21+ years of felonies and civil violations by high level officials and no one is accountable but the injured victim gets victimized again and again.
