The abuses that have occurred since Federal Civil Service was re organized under the Office of personnel Management in 1979 has been horrific and many times deadly. Soon all 300 million Americans will find that their very right to live is under that jurisdiction with no changes in policies or procedures to solve grievous problems as the new health care plans will be administered by OPM, not the Sec of HHS. We rely on the mercy and fiarness of the individual who holds the office. That can change and its always going to be an 'imperfect' human who can make mistakes. Linda Joy Adams
