There is something very basic in each of us that wishes to have ownership of something that is OURS.
MY GOVERNMENT PROPERTY RIGHTS VIOLATED
Besides the property we all own of our homes, and personal belongings is our personal files and data that are held in trust by our own government .. THEY ARE OUR RECORDS THAT HE GOVERNMENT IS TO KEEP SAFE FOR WHAT EVER PURPOSED THEY MAY BE NEEDED FOR.
From taxes we pay to have social security and Medicare rights to other files and data and even our personal medical records are now government files and we hold a promise from our government that they will remain protected from those who would destroy , manipulate or illegal alter them in any way.
Since the COUP OF 2002 PROTECTION BY OUR OWN GOVERNMENT CANNOT BE ASSURED... AND OFTEN THE VIOLATIONS OCCUR AND NOTHING CAN BE DONE.... CONGRESS STILL DOES NOT WISH TO ADMIT THEY AND US HAVE BEEN ROBBED OF THE BASIC PROTECTION OF OUR RECORDS AND THE PUBLIC MONIES WE ALL PAY TAXES IN ONE WAY OR ANOTHER HAVE BEEN ROBBED FROM US ALSO. Too often by government contractors with no one to stop the thieves and violators of our property as government contractors have nor budget from Congress to be internally audited nor criminally investigated since the COUP OF 2002.
Most members of Congress never knew what they were really voting for as the entire government soon got contracted out and no budget for oversight of where our rights , and pubic monies went to .. And our personal government files began to be violated.
All over the government billions have been given to contractors and designs /specs for what systems are to be designed to protected our files , data and the nations. But without audit controls we never know if they are designed as ordered until our files and data are VIOLATED IN SOME WAY but we have no one to see they are protected at all when it occurs now.
MEDICARE HACKED
There is a new billing system at Medicare that is to be secure and stop the ongoing stealing that has been going on with health insurers making illegal deals and having our personal data and files hacked to make Medicare the primary payer which gets the patient and the medical providers overpaid. If its not coded as a conditional payment and the sent on over the recovery contractors to get the money back,,,,A law not enforced since 1994 when Hillary and SEC OF HHS Donna Shalala sent out a memo saying the enforcement of the law was being suspended and that the health insurance industry could police itself.
The looting of Medicare began and got worse after the whole Medicare data base was contacted out in 1999 and full massive thefts after the COUP OF 2002 WHEN NO ONE COULD BE ARRESTED OR INVESTIGATED TO EVEN FIND OUT WHAT WAS GOING ON INSIDE THE CONTRACTORS WITH OUR PERSONAL FILES. ..
One think mandated still was a field for our good doctors billing people to check so they could bill Medicare when the primary payers refused to pay their bills. and that means patients and doctors, etc. are not at any legal risk and its up to the government to go get the money back... A lot of due process letters go back and forth and if they do not pay legal action, used to be able to be taken.... BY THE GOVERNMENT as its protecting the taxpayers money as well as OUR PERSONAL FILES BEING MESSED WITH
Since before the COUP OF 2002 ONES EMPLOYER OR IF ONE IS A DEPENDENT OF SOMEONE ON THEIR EMPLOYER POLICY , THE EMPLOYER POSTS TO THE MEDICARE BILLING SYSTEM THAT USED TO BE CALLED THE COMMON WORKING FILES. NOW THE EDI . The EDI has been phased in ..
Last November 2015 the hacking of mine ended where since 4/09 soon after my employer posts my info as employee with two primary Fed Blues and FECA and Fed Blues , primary for those on my policy who also have Medicare Cards, now had been hacked to make Medicare primary and retire me until the next posting.. What had been faxes sent in to illegally alter it each time they had a claim to pay, became and illegal soft ware system that was run soon after the bi weekly posting and any one they chose to put in their was and OUR PROPERTY RIGHTS VIOLATED, No internal audits permitted by Congress means non one knew in the real government until a billion dollars lost on a HEALTH INSURANCE EXCHANGE THAT ALL KNOW WOULD CRASH WITH ALL THIS ILLEGAL ALTERED INFO COMING AND CONFLICTED.
More money given to fix and they decoupled it and left it completely wide open and recently it was discovered that many no even in the country legal have been getting health insurance and even subsidies off of it NO PROTECTION OF THE RIGHTS OF THE PEOPLE OF THE NATION'S TAX DOLLARS
In my case , my employer posting comes from a real government controlled system at the US Department of Labor and three Medicare judges have rulings that the posting is accurate as the two lower judges got the internal documentation under threat of subpoena and I agree. when one goes on out on workers comp one cannot legally retires until they get you on permanent disability . Pending to be approved when Lynn Blodgett's company took over and the contract given out by Horace M Cooper now a convicted criminal in the Jack Abramoff bribery scandal.. but not for giving the contract. out nor about 200, million dollars estimated missing money for the medical care of us older established cases with permanent medical already due to life threatening medical needs like home oxygen like me at a million dollars a head to be put in a fund to use. for us,

Illinois Blues managed by the cabal contactor's Lynn Blodgett went 'biserk?'. and he pays all of the Part D Medicare claims as the hacking come in through HUMANA . a grievance decision to have the claims sent in as a conditional payment from them ended up with a letter saying Ms Hunter had gone in the system and made Medicare primary ... SHE ADMITTED IN WRITING SHE HAD HACKED THE SYSTEM as if she had no idea she was admitting to a felony ... as contractors she cannot be arrested ..I did a follow up and she was told to do it as if that is the way to do things ,,,,
Up until the last few months the bi weekly posting from my employer was hacked and my PERSONAL GOVT FILES VIOLATED.
And FECA UNDER LYNN BLODGETT WAS SAYING NO FILE ACTIVE.... WHEN I HAVE AN OPEN PERMANENT MEDICARE FOR 100% OF MY BILLS. due to oxygen under the 1988 law... and then Blues under his manager would not pay and said send to Medicare as nothing had changed by the new system to supposedly block the hacking... Very few in medical billing have any info or format from the very expensive clearing houses they have to pay to access the system as to how to do a conditional payment to Medicare so they just sent it on to Medicare and of course, system unhacked says Medicare was nor primary and it was rejected to send it back to Blues. Since 6/16 my doctors , .labs have been sent in circles ..... as they were for three week in 11/15
THEY HAD NO IDEA WHAT TO DO AND I WAS GETTING BILLS ALREADY and so are others on my FED Blues policy .. I cannot be legally collected from as they have not legally filed the claims yet as the laws say they are to do to Medicare who will ;pay if its done as a conditional payment
I missed getting the Daily recap done for yesterday talking to billing people as they, again wanted me to straighten out the entire government.. and NO ONE KNEW HOW TO DO A CONDITIONAL PAYMENT AS THEY VERIFIED NO FIELD ON THE SCREEN AND THEY ARE NOT ALLOWED TO SEND IN A PAPER CLAIMS ANYMORE. NO WAY TO GET PAID.
Again , the taxpayer did not get the system we paid for.
In knew the law well on this.. they cannot deny a paper claim to file for a legal claim but what do they need to do and where to send it, etc. I left some messages but just did not have the energy to do this blog... other than link some articles.

Yesterday AM I got a call from the REAL FRAUD PEOPLE AT FED BLUES. A phone number I found on line, buried.. and I explained what was going on as she is going to send to investigations. And Yesterday the NEW EDI SYSTEM AS SENT TO THE MEDICAL BILLERS HAD NOT BEEN HACKED.
I told her Blues should pay and them send to their Medical subrogation unit to get he money back form FECA on me and then the others its going to be primary until the US Dept of Labor judges are obeyed and my file gets set up and use my records and they can continue processing the requests for permanent disability and schedule award from them. Claims I have sent in to them come back on a 'dummy file' but no oxygen claims even acknowledged since 2002. existing. I have proof though... and not paid saying there is another third party payer... WHO? NO ONE KNOWS,, LEGALLY IMPOSSIBLE .Even the former Sec of Labor was defied by Lynn Blodgett so who in control of this nation and government? NO ONE ELECTED NOR THE REAL GOVERNMENT HIRED TO DO THE WORK and see to the protection of our records..
Since Lynn Blodgett now pays nearly every one workers comp in the USA as contractor of the insurance carriers,,, they have been using one of those systems ? and says send it to the insurance carrier.. THERE IS NO INSURANCE CARRIER FOR FECA.
I told the lady from the real Blues fraud line that I I had called the fraud line notated on the back of the Explanation of Benefits letters and had filed a lot of them over the years.. I said do you work for Global Navex a shell? company of Goldman- Sachs and she was shocked.. She was in Michigan and their Blues has her number and all are to have her number she said.. Another federal contract and the right party being blocked from us and an illegal notice on a federal benefits. All the Blues are to be calling her department at the national Blues office

I then made other calls and found out what the medical billing people all over the country need to do.
Go on Medicare .gov, go to COMPLIANCE AND ASK FOR A WAIVER TO DO A PAPER CLAIM FROM THE CONTRACTOR. I finally got through to the provider line at Novatis who pays most Part B claims in this area.. and has ignored the appeals pending and request from me to do a conditional payment as the Medicare judges say should be done. THE PATIENT RIGHTS OF PROPERTY ARE VIOLATED AND PATIENT GETS OVER PAYMENTS EVEN AGAINST THEIR ESTATE THAT EXISTS AGAINST ASSETS EVEN AFTER THE WILL IS PROBATED AND HEIRS INHERIT and our rights of property are BEING VIOLATED MORE THAN EVER IN THIS. With the wrong people in control THE LAST LAND GRAB OF PERSONAL PROPERTY RIGHTS CAN BE VIOLATED WITH THEES OLD DEBTS IN THE SYSTEMS. that many do not even know exist.
Patients can more easily assert our rights than even the other parties as they have to get along to ever get any payment etc.m micromanaged by Lynn Blodgett now from every conflicting end.
Somehow I next got in on the wrong phone menus when I called CMS headquarters to let them know the EDI WAS NOT COMPLIANT WITH THE LAW AND ENDED UP AT 1-800 Medicare
So I had them check my records and found out the MEDICARE SYSTEM HAD BEEN HACKED SINCE YESTERDAY... FECA was still on there open abut Medicare had been flipped to primary and Fed Blues primary but the injury date was shown as the date of entitlement to Part A Medicare and not the real one. Thus nearly all injury cases will get missed by the system and be sent back to to pay as a conditional payment.
CMS HAS REPEATEDLY REQUESTED THIS BE CORRECTED AND WE TAXPAYERS HAVE AGAIN BEEN ROBBED OF OUR PROPERTY RIGHTS,
My letter to CEO of General Dynamics, posted to this blog, (do a word search at the top of this post); resulted in their owner ordering all the 1-800 Medicare people not to alter the info as they all used to do causing more chaos and over payments...and the old system did not identity that it was one where an employer was making the posting
Now I called Medicare coordination contractor that owns the system and is Emblem Health and a nice lady pulled up my file. and she was 'shocked" She said there is a red line through this ... meaning no one is to alter it as that means an employer gave the info .. I said yesterday it was OK... Who did it and when and what are you showing for a retirement date?. As Lynn Blodgett's company at Blues has called in and made up several fictitious retirement dates in the past and got the system hacked. to make Medicare primary.
She said there was a notation that A FAX DATED 10/5/16 HAD BEEN RECEIVED FROM THE DALLAS REGIONAL CMS OFFICE AND HAD THE NAME.... ON IT AND THAT PERSON HAD SAID THERE THEY HAD MADE A FORMAL DECISION THAT MEDICARE WAS PRIMARY . No one there does such ,, and formal decisions have appeal rights, etc. They have not done these in years before COUP OF 2002 AS THE EMPLOYER MAKES THE DECISION SINCE 1994 EVEN BEFORE the contracting out. it was part of the 1994 order from sec of HHS Donna Shalala.. and is he policy that even the judges are required to follow. The fax cannot be legitimate.. and I am not under HHS as am employee at all. I wish someone would give me my full info as what he heck is going on and if there is a real government official involved in illegal activity , they can be arrested. They all know better...
Back in 6/16, a notation said that a Scott Wilson from CMS had sent me a letter but I NEVER GOT ANY FORMAL DECISION , I have no letter at all anyway... where is that letter?... I would get any copy of any letter... and her system did not say what the letter said, either .. But the SYSTEM WAS NOT HACKED AFTER THAT., He would know that ones employer posting is not to be altered at all.,,,, He makes no formal decision in his job title at all.. I said they do not make any formal decisions there.. You have the judges decisions and there is nothing more formal than that.... they verified that the info being posted from US DEPARTMENT OF LABOR IS ACCURATE..
Its not my fault Lynn Blodgett is obstruction and says 'LET HER DIE' re me. and VIOLATING MY PROPERTY RIGHTS and in defiance of 38 federal judges in multiple agencies,.. on my cases alone. WHO DOES HE WORK FOR?? George Soros is now trying to claim he is he 'god of the world' master mind behind this whole international scam operation... I do not know that by any evidence. Is he ordering my system records hacked and what to do with me? I do not think I have ever even met him? How would he know me?? I would not be proud of being the master mind of such evil.

Later one other person in her office said the CONTRACTOR HAD SENT THE FAX... and he would have that contractor call me.. and Mr Romans denied he was the supervisor at EMBLEM HEALTH THAT HAD HACKED THE SYSTEM BUT WHO DID It?... I HAVE DAMAGES AGAINST THAT PERSON WHO HAD TO KNOW HE WAS DOING WRONG AND SOMEONE TODAY HAD PUT PRESSURE ON SOMEONE TO HACK THE SYSTEM AS THEY HAD THE FAX SINCE 10/5/16 and never acted on it.. not the one in 6.16 if that was meant to be a hacking request also
SCOTT WILSON IN DALLAS REGIONAL OFFICE WOULD KNOW WHAT I HAD TO FIND OUT HOW TO GET A WAIVER AND DO A PAPER CLAIMS TO NOVATIS.. for a conditional payment. why has he not told everyone and let the legal process go forward..? because I have the judges behind me and at the end of the process. I can go to court and do a false claim.. on about 6 million dollars on all of us and that includes the 17 pays per claims from 1/06 through 11/12 where the Medicare trust fund was debited but only one pay got to the doctor etc. re them. I was one of a prevalent patters per the 500 named witnesses that helped document over several years.
Congress knows nothing of what is really going on .. BUT A RECORD OF THE NUMBER OF CONDITIONAL PAYMENTS MADE WOULD BE A SYSTEM FILE HARD TO WITHHOLD FROM THE REAL GOVERNMENT AND CONGRESS. Its a better picture of what is really going on in the health insurance industry as THE PRIMARY PAYERS TRY TO GET OUT OF PAYING AND HAVE BEEN SUCCESSFUL FOR OVER 20 YEARS NOW IN MANY CASES.
Former sec of HHS Donna Shalala is now implicated in the Clinton Foundation scandal and its her suspension of the enforcement of the laws in 1994 that has led to this horrific disaster health care is now in from it... as it was the underpinning law that made every one 'behave.' No one is and now we have unaccountable government contractors breaking the laws, contract terms and getting every one overpaid. in the process. and MEDICARE IS NOT BROKE. ITS BEEN AND IS BEING ROBBED YET.
I ended up with EEOC SANCTIONS AGAINST HER FOR THE PHYSICAL TORTURE TO THE POINT OF DEATH SHE DID TO ME TRYING TO WORK AND IGNORING THE PROMISE given to workers comp OF REMOVAL OF CHEMICAL BARRIERS AND A NON EXERTIONAL JOB if I returned to work at HHS-SSA and never allowed even the disability regional person to work with me and my doctor to figure out what could be done to help me..
