Who would have access to enough seniors info to file a billion dollars( as reported ) with of bogus ones and many did get through as they did not file tax returns as Doyle and I always do just to protect us from anything that might come up. AND DID.
And IRS efforts did resolve that issue for me. But in the file sent to the judge miraculously appeared several disappeared and hacked into systems deleted hearings on other matters, some related to the more recent appeals and all of this ended up in the file for Judge Engleman and yet he was not allowed to rule on anything but the IRA enhanced premiums which had been resolved already that I did not have a six figure income.
We asked the judge at the phone hearing by what authority he could not rule on even the other 3 issues regarding the part B premiums, the penalty assessed as if I was retired and am not, the overpayment still not answered by any kind of formal letter indicating the reconsiderations was NOT DONE BY SSA EMPLOYEE. EITHER., and the judges and official records say I am not per federal workers comp law which over rides all on me. and is in agreement with the insurance industry guidelines which agree one has to be put on permanent disability from Workers comp before one can be considered as retired. AND THE APPELLATE JUDGE AT MEDICARE AND LOWER JUDGES AFFIRMED I AM STILL EMPLOYED BASED O THE OFFICIAL RECORDS THEY GOT FROM THE US DEPT OF LABOR THAT THE LOCAL OFFICES DO NOT HAVE ACCESS TO WHICH MAKES NO LOGICAL SENSE ... THAT IS CASE M09-1406. The third issue re Medicare premiums is the Government Pension Offset math which has changed from the original training where the premium is withheld first before the formula applied. Its a law so simple it is possible be too simple for those to forget historical reference over time. And no judicial review for 30 years that I am aware of on that issue although the law to have a GPO was upheld. in the written dismissal there was no mention of the other hearings that he was sent by ACS et al and the SEPSC in Birmingham Al for SSA which is not the one for Doyle or My SSN.
Now it seems obvious that SSA never did the reconsideration, but that it was sent out to a CMS contractor and its been seen online that even SSA disability decisions are being contracted out and NO WONDER THERE ARE SO MANY GOING TO HEARINGS AND CREATING BACK LOGS when SSA has come up with a lot of medical criteria to streamline the process so that if certain medical criteria are met, one is approved without much to do. Something we have always had at SSA since I went to work for them out of college in 6/68. of course its why MEDICAL PRECEDENT CASES ARE IMPORTANT as mine , which has yet to be done without illegal interference and reconsideration remanded in 2011 to SSA by their judge. without any file but enough to know the issue existed.
Medical criteria changes as science progresses. so the process has always been that the first 5 cases that included some new treatment or cure, would go to our medical unit in Baltimore Headquarters to revise the criteria used.
GOVERNMENT CONTRACTORS DO NOT HAVE THE AUTHORITY TO APPROVE CASES AND APPLY SOME OF THE LEGAL DECISIONS AND APPLICATIONS THAT REAL GOVERNMENT EMPLOYEES DO. We have an excellent and detailed legal opinion if this from Maximus? one of the CMS contractors who could not rule on my cases of Id theft and 17 numbers and to order each one answered and sent to recovery. That has yet to have a hearing on it and is pending dab WITH NUMEROUS FOLLOW UPS ON IT. AND OTHERS THERE AND AT THE MIAMI MEDICARE HEARING OFFICE ALSO FOR DOYLE AND OTHER PARTY ON MY FEDERAL BLUE CROSS BLUE SHIELD WITH A MEDICARE CARD NOW AND GETTING OVERPAID due to the govt contractor hacking in tot he COMMON WORKING FILE TO ALTER WHO PAYS FIRST with secret deals with in the ACS ET AL CABAL.
All those online contacts inside these related companies please do what you can to stop this theft of the public monies and our rights. Some one may have well aided in this by getting my case to this judge even though he could not rule or remand on anything pending for so long that is not only over $10,000 on part b premiums involved but over 4 million dollars on the total when one considers that there is a payment of claims 17 times from 1/06 through 8/08 when the initial was done in 8/08 back to 1/06 is what the 500@ named witnesses and I documented and SSA OIG, FTC OIG and FBI Cyber crimes as well as HHS OIG and the US Justice Department who were all involved when I got the evidence back in 2008 and COULD DO NOTHING AS CONGRESS HAD GIVEN $0 BUDGET TO INVESTIGATE A GOVERNMENT CONTRACTOR. AND THE THEFT WENT O UNTIL THE CONTRACT WAS NOT RENEWED WITH THAT ONE CONTRACTOR WHO STILL HAS OTHER CONTRACTS I OTHER AREAS OF THE NATION.
And the Medicare judges and new partners who have inherited this still pending under appeal at NOVATIS formerly HIGHMARK need to rule on each of these 17 pays per claims too as its not considered a crime by the government so it can be recovered civilly under HR 1063 CONDITIONAL PAY LAW, etc.
It was then that nearly every one found out that was to have the authority to do something, that THEY COULD NOT. Even though I had been filing complaints for years already on the illegal alterations of the system. Due to a detailed legal opinion of one of the better known attorneys in Washington .DC who would not take the case as 4 million theft was not enough to be able to recoup for under False Claims act, I got on line and began serious blogging to warn others that our public monies were being looted and nothing could be done and STILL CANNOT BE DONE. And many with a Medicare card had these over payments on their records and id and claims stolen or some have loved ones or friends who have had this done to them also without their knowledge as notices were suppressed from being sent out as we well established all done by the government's own 'partners; with no over sight or budget to investigate.
. AS CONGRESS STILL REFUSES TO ALLOW THIS OVER THROW OF OUR GOVERNMENT TO BE STOPPED BY AN INTERNATIONAL CABAL THAT HAS TAKEN POWER FROM US. FOR WHEN THEY CANNOT BE STOPPED FROM ILLEGAL ACTS AND THEFTS AND CAUSING HAVOC, HARDSHIP AND PHYSICAL HARM AND ORDERING THOSE LIKE ME TO 'LET HER DIE, ' EVEN THOUGH ALL I DID WAS GO TO WORK ONE DAY AT MY FEDERAL JOB AND DO IT WELL AS MY YEARLY APPRAISALS AND AWARDS SAID I DID AND THEN GOT INJURED AND ALL KINDS OF CORRUPTION CAME TO LIGHT THAT GOT US ALL INJURED IN THE FIRST PLACE THEN ALL OF US TO BE DENIED PROPER MEDICAL CARE AND RIGHTS TO LIFE AND LIVELIHOOD, ETC. Means we have shredded our constitution and the judicial branch is nearly gone, too as 38 judges at the lower and appellate agency levels have ruled and remanded in multiple agencies on my cases alone;and they are defied by this cabal. and agency officials cannot get access to records in the contractors' custody to do what they need to do is what is said to be going on.
It was CMS one who said to me when I got the first one there and they would not stop the hacking into their privately owned system at Group Health's subsidiary, Coordination of Benefits.: EVEN SAYING TO ME; 'WE DO NOT CARE WHAT A JUDGE SAYS. " There secret deals over ride judges , laws and terms of government contracts. I have witnessed recent directors of CMS issue policies and more often reminding of already policies and regulations, etc., over and over to prevent harm to patients only to have them ignored by those government contractors paying and approving medical care and payment.
and congress HAS GONE ALONG FOR OVER A DECADE NOW TO BE LIED TO CAUSED BY NO OVER SIGHT TO EVEN KNOW WHAT IS GOING ON AND ALLOWED THEMSELVES TO BE GAGGED FOFM ASKING. Congressman Kevin Brady's office is aware of this and is up against many odds trying to get something done. So before those of either party vote out everyone, check to see who is trying and who is blocking efforts. This is the list I would like to see.
What ever ones ideology or personal political slants, if there is no budget left to debate how to spend it , what is there to do by Congress?This is why Congress is not popular with the people, as they are not able to help the people in doing business with the government for the government is not I charge of much of anything. Why do they seem so afraid to speak up on the floor or Congress when they have constitutional immunity to say anything they wish to their?
By own Congressman Mullin could not help me as they got an unsigned letter supposedly from the regional federal works comp office in Dallas that said nothing of all the judges remand they have being defied, AS THEY DO NOT HAVE ACCESS TO THEM AS ACS HAS THEM AND CEO LYNN BLODGETT IS NOW OVER RULING FEDERAL JUDGES AT ALL LEVELS IN THE AGENCIES. THIS IS THE UTTER LAWLESSNESS GOING ON, AND SOME EVEN IN THE GOVT DO NOT KNOW THIS IS GOING ON AND MAYBE DO NOT WISH TO KNOW, YET IT AFFECTS EVERYONE IN SOME WAY IN SOME AREA OF GOVT AND DOES EVERY DAY AND MANY TIMES A DAY. It puts every life health and livelihood at risk when this could be prevented by those in authority being able to do their jobs as they used to. Can y own congressman help me follow up o the reconsideration not done on the social security claim and get the medical decision done without illegal interference this time as its form a 2/2000 appellate judge remand to do it. and then the other issues in the case be answered also. That should not involve a contractor, but IS IT NOW CONTRACTED OUT TOO?. Some info discovered on line, indicates it may well be in some or all states. It was the law passed in 1956 that states would do the initial and reconsiderations for disability decisions and do a screening for state vocational rehabilitation agencies to assist those who might be trained to do some other kind of work so that receiving social security disability would not be a life time of not being able to work as no help to be able to work.at some thing else .
Have attorneys representing SSA claimants become such a big well needed business to day because SSA and states are no longer doing what we used to do for the claimants in application of laws, etc. which government contractors are not given the authority to do,? I have also been aware of cases where Vocational Rehab could have assisted some to get back to work , and did not screen and help either. Sometimes just some needed equipment to over come some physical limitations. Much of this is now contracted out and the disconnect is often be very great. as the STATE VOCATIONAL REHAB AGENCY 'USED TO BE THE ONE THAT DID THE DISABILITY DECISIONS FOR SSA AND IT WAS ALL IN HOUSE' AS THEY DID THAT AND SCREEN FOR THOSE WHO COULD BE HELPED BY VR SERVICES TO SOME DAY RETURN TO WORK WITH SOME HELP.

Criminal conviction of Horace M Cooper ( former Chief of Employment Standards FECA was under ) who told me my case would not be posted at Federal Workers Compensation and referred to me as 'old.' Then repeated the order to me "Let her die" and did nothing to obey the judges at the US Dept. of Labor or help in any way. He is said to be the one that gave the contract for total control of FECA and the lives of all injured workers put at risk if he chose to do so , to ACS and its CEO Lynn Blodgett who has over 100 companies and now all of workers compensation in the USA is being contracted out to him by insurance carriers and states. BEWARE REFORMS GOING ON NOW INCLUDE REAL "DEATH PANELS" AND OBSTRUCTIONS OF MEDICAL CARE AS HAS BEEN PERFECTED ON WE FEDS TO BE ALLOWED TO GET BY WITH UNETHICAL AND ILLEGAL ACTS. One cannot 'reform' health care. Its going to cost all the medical community a set amount to care for patients no mater what entity is paying the bills. Its one thing that cannot be "reformed."
Later a former Sec of Labor and Director of Federal Workers Compensation did try and were stopped from helping by whom is yet to be known.\ BUT MORE EVIDENCE THAT THOSE WE THINK ARE TO BE IN CHARGE IN THE GOVERNMENT ARE NOT.
He was not convicted or cleared for the missing million dollars a head on us older established cases with permanent medical already due to serious injures that require medical treatment such as oxygen. Its all part of the Jack Abramoff bribery scandal that has never had the investigations completed at US Department of Labor,, SSA, HHS and other agencies. It is online in sources from major media that ACS et al is/was involved but again no budget to investigate is permitted by Congress to lead to arrests or clear any one of this horrific crimes that most Only think involved some Native American Casinos...
NO IT MAY BE THE UNDER PINNING ACTION THAT LED TO THE OVERTHROW OF THE GOVERNMENT OF THE USA INTO THE CONTROL OF THIS INTERNATIONAL CABAL OF COMPANIES AND WE ARE ALL SUFFERING STILL AND WILL UNTIL CONGRESS ACTS TO STOP THE ON GOING CRIMES. WAS THE HUGE SUM OF MONEY FOR THE MEDICAL CARE OF OLDER INJURED FEDERAL WORKERS USED TO PAY THE BRIBES AND PAY FOR THE OVER THROW ? AND WE GOT ILLEGALLY DUMPED ON TO MEDICARE FOR OVER PAYMENTS AND REFUSAL OF CARE DUE TO ACS REFUSING TO INPUT THE CLAIMS AND PAY THEM OR IF NOT PAID RELEASE THE FOR OTHER HEALTH PLANS TO PAY. BUT IN OUR CASE IT IS FECA'S BILLS PER THE MEDICARE JUDGES.
Congress it is time to stop reducing Medicare fee payments to doctors, etc. and get the money back from all those that were to have paid and were allowed to do the illegal dump through secret deals, maybe paid for by bribery monies stolen from the medical care for me and so many others. putting our very right to breathe at risk.?? HR 1063 is the law now and it needs to be enforced against those who are to pay first.
This conviction was for receiving gratuities from Jack Abramoff and then not reporting them to the government. as all of us Federal employees have to report other incomes received. even a part time job at Sears or Burger King has to be approved as not in conflict with official duties.)**

FOIA (request)* for personnel file. where is it? (filed FOIA as)* attempt to get a judicial review order ( complete run around ad cover up for over a decade. as other injured feds who had issues in getting theirs did find a reference to the million dollars in their file. that ACS employees were telling our medical providers and my oxygen supplier that we each got the money directly to pay for our medical care and none ever got that. and would not expect to , Many were told that it was to be in a fund at OPM 'S ; ACS ET AL CONTRACTOR? and that we would show our FEHB card such as my fed blues card and they would be paid a fee to pay the bill at 100% which all would like better.... BUT FOR SOME REASON 50% of the co pay of the bills dumped on to Medicare to pay first is being paid out of some fund and not by Blues. so some kind of skulduggery is going on and its not going away?.
It is possible that since any of us, like me have total coverage at FECA through seriousness of injuries that ACS IS NOT BE IN CONTROL OF ANY OF OUR CASES AT ALL BUT BE HANDLED BY OUR EMPLOYER GROUP HEALTH PLAN AND THEY PAY 100% from that fund?
MANY WERE TOLD THAT , EVEN NEW HIRES AT ORIENTATION WERE BEING TOLD THIS BACK IN 2002-2005. IS CEO BLODGETT BEING BLAMED FOR SOMETHING HE IS NOT REQUIRED TO DO AND DOES NOT KNOW IT OR IS COVERING UP SOMETHING MUCH WORSE?
OPM'S OIG DIRECTOR AND INVESTIGATOR SAID THEY HAD NO BUDGET AND NO ORDER TO ALLOW AN INVESTIGATION FROM THE DIRECTOR OF OPM NOT DONE SINCE AS THE MONEY IS STILL MISSING IF THIS DID OCCUR. ACS EMPLOYEES ARE NO LONGER ABLE TO SHARE WHAT THEY SEE ON THEIR COMPUTER SCREENS OR HAS IT BEEN REMOVED. FROM VIEW.? My certified letters re this have never been answered. OPM has 2 sets of files @ facts official one; Ms. Whipple had & other ACS et al has ( with the facts they have decided should be the real ones and are not. Throughout the government this double set of books ( or systems records are going on with the contractors making up what they want thins to be ad often are not what the official records say that come form judicial rulings, the law and regulations, etc. Those needing to know to process claims etc. call the contractor, listed as a real government phone number and none answered that is a real government employee at either fed or even in states now. And get told wrong info and then I have to appeal and protest as the official facts pertain in order to save life and livelihood.. All this is breaking the terms of government contracts where they are not to be doing this and hacking in to systems to alter official info . or SETTING UP DUMMY OFFLINE DATA FILES. But since there are no internal audits , no one in the government nor inn Congress knows the facts and keep getting lied to as budgets are skewed over it HOW CAN ANYONE BALANCE A BUDGET WITH OUT THE TRUE FIGURES.?.)*
