Very warm day, but not hot. Hard to guess what season it is? Got the mail  and here;s my response:
                                                       
                          LETTER TO FEDERAL BLUE CROSS BLUE SHIELD OF OK, ILL, NM AND TX
    Today I received letters from you wanting to know what claims were involved in the request for reopening and, appeals and new claims which is posted on line as Violations of Civil Rights page 41. and is an all purpose letter since the issues remain the same on every claim that is processed on me and of my family. There were several pages attached of explanantion and also three pages of claim numbers listing the more recent claims to add. This involves all claims as all claims since your company took over in our area have become mired in a morass of corrupted filings as to whom is to pay first. There is no issue as the official posting comes in to the medicare computer bi weekly and is not to be changed by anyone as its a US Dept of Labor contract which has jurisdiction of me.
What has transpired is an entity called; Mr.or Ms "OPM' has told your company one, thing and other companies something entirely different until the system is so messed up that now my Part B Medicare premiums ore missing along with the million dollars on me and others in what the OIG for OPM; and I do have the name of the investigator buried in my records of contacts who said was an 'embezzlement ring' that has been suspected for a long time but no Director of OPM would permit an investigation to shut it down and prosecute whomever is stealing the money. SO!
This means that this entity called Mr. or Ms "OPM" that you keep referring to is definitely a 'person of interest' in the matter and I have repeatedly asked for the name and business title and address  of who is giving you the info. Instead not one of the various companies, like you ,is forthcoming with a name so that I can then file a formal compliant against that person for the life endangerment and complete morass and fiancial liabilities that have been created.
Granted my claims should be getting paid by Federal workers compensstion and you are told there is none by this 'entitiy' or an entity getting their info from the original Mr Or Ms 'OPM'. So sometimes those like in your company that have taken direct action like having our Blues deleted off the Medicare computer for the  entire family as has happened this year and MCOB gave me the name as we do have a right to know who is doing this and I have shared it with you before. Now who ordered your emplyee to call and do this and the ones that have done it before over the years? Yet the Medicare judges say its illegal as the posting is correct.
There is a legal way to pay claims when another should be paying first and that is conditionally under Medicare and they they would have sent you  for recovery  for anything not OWCP jurisdiction or if they do not respond and you are next before Medicare..
  Same with your company, you pay and then send the claims to your medical subrogation unit to recover  fom OWCP and someone directly or through the chain of command has  taken their orders form this person at OPM.Sometimes it has gone through 2, 3 or 5 people by the time the one that takes the action they are not legally supposed to do , does. You still have Oxygen claims from, o8, 09, 10 not paid for months I had part B medicare not processed after Lincare became the monoploy in my area and refused service.  Cogna Govt services sent the oxygen cliams they pid over to medciare reocvorey and they sent letters to OWCP who threw them away at Affiliated Computer Services, a Xerox corprotation: Lynn Blodgett CEO oersonally involved in my case, \under orders of 'Mr Or MS OPM' so  Medicare's conractor doesn't know who to recoup from as that 'person' has a liablity for obstruction or how? as this is all not to be happening..
Afflaiated computer servicis took of over OWCP at the same time you took over in our area. Your predecssor was paying primary and sending claims to their medical subrogation unit. 'You' proceeded to obstruct my oxygen supplier Lncare and took back the money ans said bill medicare when you were to have asked to for the money from OWCP. They have all the cilaims for over a decade and have not input them as the same entity at OPM tells them they would be paid and then all my bills would have to be paid.
Isn't that what is to happen when one has permanent medical benefis from OWCP? Yes but ACS's sytsems show this million dollars avaalbale and will not pay anything and all but the oxygen claims are processed but not paid refereing to the million dolalrs that is misisng. Appeals go unansered despite remand orders form judges to process and pay all over the years and the last itme 2/09 should have had everything processed and completed and Me retied by end of 2009. i had to run a sting opreration on ACS to even prove they had the oxygen claims and withholding that knowledge from who? 
All I can glean from my investigation is that it went through the US Dept of Labor's IT people ( I spoke to them) as it was input and locked in on the systema and that the payment of oxygen for life automatically gernerated the permanent medical and that was done long before you took over. Your predecessor and I did not know this as it appears there has been some kind of collusion at the highest levels of agencies to divert these monies that were to be set aside , ny 1988 law; so that seriously injured federal workers would no longer be subjected to the abueses of powes that has occurred in my case by "OPM"?
Your lead of a 2005 date does co respond to a date of other happenings around the Jack Abramoff bribery scandal  that involves  US Dept of Labor, HHS and SSA. as well as others. ATM cards may have been issued to the injured workers but cashed out and used for birbery monies and it shows on the system but the workers were never sent them. All I know is that ACS's call center employees are not permitted to talk about what they see any more as they were initially telling medical providors to ask me for the money as I supposidly had it.  My certfied letter fora copy of any check or money has never been answered at oPM or US dept of abor which would have been recieved by ACS and they are under orders of 'Mr. Or Ms OPM' to not post my file and share such things with the US Dept of Labor?.
Sounds like a good solution? Give me an ATM card, I put my medical care on it and then US Dept of Labor or their contractor ACS monitors to make sure it is used for medical care. But this did not happen and agian when money is diverted at the highest levels the rank and file workers may have no knowledge of this as the program was never implemented even though the money went through the agency at the highest levels.
SO: we are resending list of claims. All iI am asking is that they be labeled for medical abrogation for owcp for me and my family has Fed Blue as primary until OWCP's contractor obeys the US dept of Labor judges and gets all the almost 25 year old back log processed of new items that are pending timely filed and refiled many times over the years; were never processed over the years which includes the request for permanent disability filed in 1996. Over the years, all I have had is someone starts to work the case and some things get processed and paid and then the file disappears. Now:"OPM" ordered ACS not to post the file and work it. the same one that tells you there is no OWCP and Medicare's computer a and  at SSA; in the custody and control of ACS? over there  has 'blown a gasket;' and in recent months we verified that SSAS COMPUTER HAS ROUTINELY BEEN HACKED INTO AND ITEMS ALTERED THAT COULD NOT BE DONE BY ANY ONE AT SSA. NOT LEGALLY AND THE Head OF IT FOR SSA CONTACTED THEIR OIG, BUT 'OPM?" STOPPED ANY INVESTIGATIONS!?
SO MR OR MS 'OPM HAS US ALL GOING IN CIRCLES AND ITS VICIOUS AND LIFE THREATENING  and finaincially destructive.
Alsop TODAY, iIGET LETTERS FROM AETNA PART D MEDICARE SAYING TO SEND SOME THINGS TO YOU FIRST AS YOU ARE PRIMARY AND THEY DON'T REALIZE That OWCP IS REALLY FIRST, but they aren;t paying until the missing milion is found?.
Compounding ALL THIS IS THAT Trailblazers AND OTHER MEDICARE CLAIMS  PROCESSORS HAVE BEEN ALTERING DIAGNOSES CODES FOR YEARS TO CIRCUMVENT THE MEDICARE COMPUTER REJECTING THE CLAIMS SAYING SEND TO owcp FIRST.  This did stop medical care twoice and one got the wrong meds casuig bleeding and another time not geting an antibiotic for a super bug infection.
NO ONE in the DALLAS Regional CMS office knew or knows  how to tell the providers and supplier how to submit a conditional payments. There are override codes ( I wouln't be allowed to have them) that are used and no one knew them But when I spoke to the person in the Atlanta Region that should know she did know them and was flabbergasted that there was such ';ignorance' in the Dallas regional CMS office. My documentation reveals its not ignorance but corruption at the highest levels. Makes the rumors about Chicago corruption minuscule in comparison? If the highest levels want to steal, all they have to do is get the money to the agency and then never implement the program though the rank and file workers that would be procesisng the claios and/or benefits or paying parties for something done that may never have been done?. but the monies get spent anyway.
I spoke to Novatis Friday and there is an indication that things may be changing and the woman I spoke to said that they process conditional payments in their company after explaining my situation and seemed surprised that Dallas had not been doing this on my claims all this time.
Remember your company is owed money back back for a decde or more and my current medical cares is being obstructed in general and at Lincare for what has occurred. As soon as your company took over.. They are also an OWCP contractor and have the contract on me but is refusing service as "Mr or Mrs 'OPM" sAid 'let her die" referring to my life and that order has been in effect since beore you took over in our area. More than one high level person in three agencies and companies have said it is the order. I CHOOSE TO LIVE!.
I was told by the Health Unit at OPM that 50% of every claim you pay on me is paid by them. Maybe its supposed to be 100% and both of us and the taxpayer are being robbed by that same "opm" person?
Each rank and file worker knows theiriown job but has no general understanding of the 'whole' and that's when irregulairites can occur. When I first went to work for the  Fed govt, we were taught the 'whole' to prevent any kind of shenai[nighanis or illegal activitity to even get started.
So, all I can do is keep the appeals cuurent and ask you mark them conditional and for all the family and prayerfully some day justice will prevail and the judges and the law will be obeyed and I can retire. But it all depends on "OPM" to stop telling everyone something different and causing chaos. when they are not a party to OWCP in the first place. ( Mr Or Ms "OPM'  also called SSA, my employer and stopped them from fininshing up what they had  agreed in writing to do  me saying: I'd gotten an owcp settlement and retired.) No paper work just that phone call stopped everyone from fininshing up what is needed over there as I have no idea what a pememnt pension amount might be, yet; if I decided to take  a buy out rather than permanent OWCP checks. Cnce the permanent OWCP disability is done, then a decison can be made and retirement can legally happen. Unitl then i am in legal limbo and have no choice in the matter as I am not independintly ealthy to pay back all that has benn paid on me by OWCP and withdraw the cliams and apy my own mecial care the rest of my life. So I plead for assistance to get this all resolved legally and in proper order.  But 'Mr or Ms OPM 'doesn't want that to happen?. SSA,my agency-used to be under HHS; also owes  me substantial restored annual  leave in a  lump sum once a retirement happens which has yet to occur. Plus restored sick leave is added to pension rights. SO!
"Mr or Ms 'OPM" is very powerful and a phone call here and one there can mean disaster for any one caught in the cross hairs of that person. This is the ultimate Abuse of power and its lilegal  but there is nothingican do but try and find out who it is and expose them to authorities.  I've trried everything I know to do or i\has been suggested but 'Mr or Ms OPM' stops everyone form doing anyuhing they are legally to do to make this illegal activiity stop?!

PRESIDENT OBAMA BORN IN TOPEKA KS: I titiled today'sDaily Recap  "From the Inside".. just before posting this I reposted an article about three major  wealthy power groups in the 1800's, the Romanovs, the Vatican and what some refer to as the Rothchilds or Bank of England. (read on line today and linked it that apparently the Queen of England  went to the Bank of England thi sweek and was checking the gold bars.) A lot of countries are asking ;where is our money?" Our Gold?) The article was about her inqiiring into economics, of course.)
 As I have written here about my exptended family I am caught with members of all three groups in and around my family and extended family in throughout my lifetimeand now..  Due to the fake bio of the President, few knew he was a Romanov and not from the Bush or Rothschild group. Its even been in the media  he is related to Bushes,. but it would not be through my  cousin Daniel Wayne Pope who stole the id of Stanley Dunham to go to war. as he was too young.
The  linked article about the 'agenda' of these groups has some merit to it and compliments what I do know from the inside. But the Alexis referred to in the article is not the real one.
Whatever arrangements were made for the monies its not for someone to just walk in and say I am this or that person and get access. That I am sure of. The German Nobility tried this when Czar Nicolas II died in 1933 with the fake Anastasia. And a move that came out in the 1970's reveals graphically why she was not the real one. For at the end of the movie she 'runs' "LADIES DO NOT RUN"  Something too ingrained in the upbringing, unless one was suited up on a track team and running a race.
I did not go public during the 2008 election as I did not know much about the birther movement going on and I knew the truth and there was no issue of eligibility. But the highest elite of this world do know or soon found out the Truth and the three feuding groups started in and embroiled the whole world in the family disputes over control of money and power. Unfortunately the New world Order, and the others ( all whom have intermarried and its murky who is really behind all this at the top) have borrowed against a large pool of supposed monies. Its been a curse on the world and world peace. Its nothing new for a Nation or group or 'tribe' that has lots of money or oil or other wealth; for others to go steal it; if they can get enough military power to go after it.
This is not the way to world peace! If the monies had been used for good and to help others help themselves there would be no war and peaceful eistentce would rule as love for one another would be the 'prime directive.'
But there are a couple of groups that may  feel tricked and they don't want President Obama, a Romanov, in the White House and in such a powerful position? So they make up non issues of a Kenya Birth and Hawaii, which, Hawaii  Imm sure was all done by his maternal grandmother by Fall of 1963 over the murders in Topeka KS. and fear of the KKK and just who were they backed by? For hundreds of years power groups have had great influence over the people and the people have only recently gained the power of the vote over them. But are still being distracted by them from seeing that the business of govt is done with justice and fiarness for all. and that the people.s work and money for that work are used as the peole wish it be from taxes paid. we are not all going to be rich, but noone should ever be hungry or without shelter or medical care for life.
The article gives a part of USA history few know about. The Tsar of Russia backed the North in the  USA Civil War of 1861-1865., The Vatican backed Maryland, the catholic stronghold and England , the South. All trying to take advantage of a split in the emerging power of the USA.as a whole Whatever is done, we don't want this Union split up because three powerful groups want us to get in an inside fight and destroy ourselves so they can pick off he spoils from our destruction. it always been that way since the time of the first war of humanity and will humans ever learn that this is not the way to Peace. 
Even those caught in these groups are swept along by some who have taken the group into these kinds of actions.  Many have roots in all and its hard to know whom is loyal to whom or just everyone for themelves is now going on? So its time for some democracy inside each 'to form a more perfet union 'for world peace, isn't it? We have to figure out how to get along on our moral and faith issues and keep our diversity and individual rights but do the things of govt and stop the thefts of our monies by these groups that have gained great power and influece in our govt and with our leaders.  That means those inside the power groups as well as the rest of the people of the world  One can be wealthy and just and fair. But they are to be subject to the laws and accountable to their diety and to history and humanity, too.
We the people, need to elect those from among the people and not be fooled by gossip and glitzy ads and money.And if those elected do not do as we wish, quit sending them back. 95% of the people voting for 10 years and no one can ever take away our sovereignty, and our wonderful individual rights to life, liberty and pursuit of happiness. We need a few laws that prevent us from harming each other should someone not respect our rights and proper. But if we are really governing ourselves  under the constitution we have, corruption should never again  go on for years and grow until the whole world is embroiled in death and destruction of humanity and our world.

When there is a trial in the US Senate of the charges brought for Impeachment all will take a special oath to te process. Oath or affirmation. Why either? This is a recognition of faith. There were then , as now, those of personal belief that will not take an Oath but will affirm a promise to do what they say they will do.. The Constitution does not say we all have to believe alike. We can practice our faith , but not to the point that it breaks those few laws that have been put in place to prevent harm to each other. One can't kill or maim, or steal ,etc in the name of a faith because as a society we say that s harmful and obstructs our inalienable rights. of life , liberty and pursuit of happiness.
. Don't be persuaded to 'all b ealike' is the best way to peace. We are not alike and never were intended to be alike. But we all have equal rights and most beleive that their Diety love sall equally . as we are to love one another, even if we do not agree or even like each other.
