GAO: Billions spent on IT, but effectiveness is unclear | Federal Times | federaltimes.com not very effectivewhen there are no internal audit controls of contractors and many are diverting data to offfline unsecred systems to manipulate data for own purposes and even blatant theft and then revert back to secured sytem undetected as no real audit control/
